Yes. The IGRS portal offers EC search and signed EC services online. Its user manual describes logging in with an email, mobile number or Aadhaar number, placing an encumbrance request, paying online and receiving a statement that the sub-registrar e-signs.
For a house, plot or flat the form asks for the ward, block, door number, plot and survey number, extent, plinth area and apartment name. For agricultural land it asks for the village, mandal, district, survey number, extent and classification, plus the owner's name, boundaries on all four sides and the period of search. The department warns that incomplete or inaccurate details can produce a wrong EC.
The department's citizen charter (G.O.Rt.No.1094, 2013) sets one hour for an EC searched from computer records and 24 hours for one searched from manual records. Actual times can vary, so check with the sub-registrar office when you apply.
A nil EC means no registered transactions were found for the property described, for the period searched. It does not cover unregistered transactions, and the department advises that an EC should not be the only check before buying a property or lending money.
The fee is set by the department and is recorded by the sub-registrar in the office-use section of the form. Check the current amount at the office.
